Naturewatch announcement regarding Ukraine’s declaration to stop the slaughter of stray dogs

On 17th November the worldwide media announced a moratorium on the killing of stray dogs by Ukraine ahead of EURO 2012.

This announcement was made following a meeting between Naturewatch Director, John Ruane, and the Ukrainian Minister of Environment on 14th November in Kyiv.

During the meeting of 14 November, the Minister of Environment, Mr Mykola Zlochevsky, also agreed to adopt amendments to the Ukrainian legislation regarding the treatment of stray animals.

Mr Zlochevsky sent a note to each of the Mayors of the four host cities announcing an immediate implementation on this agreement.

Mr Zlochevsky also promised that any instances of illegal cruelty to stray animals, if discovered, will be dealt with severely.  The following day, the Minister informed the Cabinet of Ministers of this announcement.

I am pleased to inform you that approval was given by the Cabinet of Ministers and was subsequently endorsed by the Prime Minister of Ukraine on 24th November.

Prime Minister, Mykola Azarov, instructed the Ministry of Interior to use all possible legal mechanisms for the prevention and punishment of persons involved in the cruel treatment of animals. He recalled that the Minister of Environment is preparing amendments to the law on the treatment of stray animals. Additionally he stated a national construction programme has been ordered to provide major cities with modern shelters for dogs.

At the request of Minister Zlochevsky, Naturewatch will provide expertise and guidance in regard to humane stray animal population policies and operational procedures.    Naturewatch will be arriving in Ukraine after Christmas together with a team of international specialists to commence this pioneering work.

Naturewatch would not have been able to achieve this without your support and vital contributions towards our campaign work over the past 15 years.  We thank you sincerely for all you have done so far and look forward to your continued support in securing the animals in Ukraine with a safe future.
